Following the guidance at https://kubernetes.io/docs/setup/independent/create-cluster-kubeadm/, I command kubeadm init after installing kubeadm, kubelet and kubectl. Then it stuck at Waiting for the kubelet to boot up the control plane as Static Pods from directory '/etc/kubernetes/manifests'

It seems the error is at CPU or container networking, but I have no idea how to figure it out. Should I specify CNI at init step?
How to reproduce it (as minimally and precisely as possible):
Following the kubeadm guidance, install kubeadm, kubectl & kubelet on bare-metal with ubuntu 16.04. Then command kubeadm init
Anything else we need to know?:
I'm behind a firewall, so I used a proxy. I turned the proxy down after version authorization succeeded. I already had these images.
Client Version: version.Info{Major:'1', Minor:'8', GitVersion:'v1.8.4', GitCommit:'9befc2b8928a9426501d3bf62f72849d5cbcd5a3', GitTreeState:'clean', BuildDate:'2017-11-20T05:28:34Z', GoVersion:'go1.8.3', Compiler:'gc', Platform:'linux/amd64'} The connection to the server localhost:8080 was refused - did you specify the right host or port?
Is this wrong?
Cloud provider or hardware configuration: I disabled swap&selinux, set net/bridge/bridge-nf-call-iptables=1

I have many problems related posts below: - Error on data writing to the connection: Uma conexão estabelecida foi anulada pelo software no computador host. Socket Error Code: 10053($2745). - Error on data writing to the connection: Foi forçado o cancelamento de uma conexão existente pelo host remoto. Socket Error Code: 10054($2746). These problems occur only in production and can not reproduce in development. I use Delphi XE4, PostgreSQL 9.2.3 and Driver DevartPostgreSQL 3.4.6.0 Is there any problem in the driver, can you help me?
Is this a BUG REPORT or FEATURE REQUEST?:
